| 1. Definitions of Housing Officer
A housing officer is any staff member of a college, university, or member organization whose primary duties relate to college and/or university housing. Regardless of the particular title, he or she must have responsibilities for housing operations such as administration, educational programming, and/or food services. He or she must be employed by or affiliated with an institution eligible for membership in the Association. The institution's or the affiliate's principle housing officer will be referred to as the Chief Housing Officer (CHO). |

| 2. Duties of Officers
Section 1. The President shall preside over all meetings of the Association and shall fulfill all other duties which may hereinafter be delegated. Section 2.

| 3. Elections
Section 1. The Nominating Committee shall consist of four members. The Past-President will serve as chairperson and the three State Directors will represent their respective states. Section 2. It shall be the duty of the Nominating Committee to present nominations for the officers in accordance with Article VII of the Constitution. Section 3. To be elected, a candidate must receive a majority of votes cast. |

| 4. Standing Committees
The President shall, with the concurrence of the Executive Committee, appoint those ad hoc and standing committees which are necessary for the proper functioning of the Association. |

| 5. Annual Conference
At the annual conference the Executive Committee shall select the location and approximate dates of the annual conference for two years hence. |

| 6. Annual Dues
Annual dues for membership in this Association shall be determined by the Executive Committee and subject to ratification by a majority of the members at the business meeting at the annual conference. Recommended dues structure: Institutions with 1,000 bed spaces and less will pay US$50.00; Institutions with more than 1,001 bed spaces will pay US$100.00; Associate and Emeritus Affiliate membership will pay US$50.00. |

| 7. Special Assessments
Any special assessments to be levied against members of the Association shall first be ratified by a majority of voting representatives belonging to the Association. |

| 9. Financial Responsibility for Association-sponsored Events
During the preparation for and the presentation of any Association-sponsored conference or workshop, the event is not expected to show a financial loss. If income exceeds expenses, those funds will stay in the Association's account. Any committee having financial responsibilities for an Association-sponsored event must present a final account of all income and expenditures to the President and Treasurer not more than sixty (60) days from the conclusion of the conference. |

| 10. Beverages
At no time are Association funds to be used for the purchase of alcoholic beverages. |
